Department of Neighborhood Development

In 1997, Boston’s Public Facilities Department was renamed the Department of Neighborhood Development. The DND is an agency of the City of Boston with the goal of making Boston a more livable city by working with communities to improve housing availability, and making homes more affordable by investing strategically in these communities.

The DND is comprised of five operating divisions: The Office of Business Development, The Neighborhood Housing Development Division, The Real Estate Management and Sales Division, the Homeowner Services Division, and the Home Buyer Services Division. These departments offer a variety of programs and services to help Boston residents buy a home.

 

The Office of Business Development

This department provides entrepreneurs and current business owners with access to financial and technical resources to assist with the improvement and success of their business. The office works to support the Main Streets program which assists with commercial development of the targeted Boston neighbourhoods.  One of these programs is the Neighborhood Restaurant Initiative which works to develop restaurant businesses in the city’s neighbourhood commercial districts including those in South Boston. The program helps to create 5 local restaurant businesses whose owners will receive valuable assistance in financing and marketing. A façade improvement grant allows for the improvement of restaurant retail store exteriors including windows, signage and exterior lighting. Over 20 restaurants were benefited by the program including restaurants in Mission Hill, South Boston, South End, Theater District, West Roxbury, Roslindale, Jamaica Plain, Dorchester and Brighton.

 

Neighborhood Housing Development Division

The Neighborhood Housing Development Division works with non-profit and for-profit partners provide housing for very low income residents. Its goal is the development and preservation of affordable housing and to create new neighborhood open spaces including abandoned properties.

 

Real Estate Management and Sales Division

Those buying South Boston Real estate may need real estate services and the DND’s Real Estate Management and Sales Division is there to serve.  Boston’s vacant and tax-foreclosed land and buildings along with other properties that become available are assessed and conveyed for housing and commercial development. The department’s Clearing House Clearinghouse encourages the reclamation and reuse abandoned or vacant properties by providing information to interested real estate developers. This information pertains to foreclosure status, purchase information and DND program information.

 

Homeowner Services Division

The Homeowner Services Division (HOS) provides South Boston homeowners with assistance including programs to help with home purchases, renovations, rehabilitation of homes and condominiums in one to four family properties. Their  series of programs are designed to meet the particular needs of Boston's senior homeowners, and to lessen the health effects of lead-based paint hazards in Boston's older housing stock. Included as part of their program is help with repair estimates, housing grants, low interest rate home loans, building contractor selection, and building project monitoring for property owners that are eligible. They hold a variety of workshops for homeowners called Boston Homeworks Workshops.

 

Home Buyer Services Division

Home Buyer Services Division helps those who are buying their first home or condo by supplying educational courses and financial assistance. They help market homes developed for income-eligible and first-time homebuyers. HBS manages the Boston Home Center, which also assists homeowners with education and counselling on preventing foreclosure.
